Col. Paul Gapinski, outgoing commander of the Wisconsin Army National Guard’s 426th Regiment, presents retired Col. Andrew Ratzlaff with a plaque signifying his induction into the 426th Regional Training Institute (RTI) Hall of Fame during an induction ceremony Oct. 14 at Fort McCoy, Wis. Ratzlaff was instrumental in launching the schoolhouse’s Master resiliency Training course, which is now a national model.
